Poe Abyss League Cyclone Skill Builds for Duelist Slayer
Poe Cyclone is a talent that initiates a spinning series of attacks because the player travels to a target place. Cyclone spins in the player's attack speed and offers region of effect damage twice per spin. When dual wielding, each and every weapon hits once per turn. The Cyclone moves to a targeted location at the player's movement speed. It can not target an enemy. Clicking additional away signifies the character will go also, but as soon as Cyclone begins, the character can't be controlled and can continue spinning to the final destination. Hence, high movement speed will allow the player to begin yet another Cyclone within a distinctive path sooner. Even so, high attack speed and low movement speed enables for a lot more hits on a stationary enemy. Cyclone utilizes pathfinding to attain its target, so the character won't necessarily travel in a straight line. NO.1 [Poe 3.1 Build] Ahfack's Crimson Cyclone - 3.1 Video Build Guide - 100% Pure Phys
Looks good! I'd say get 21/20 cyclone for that +1range, deceiver belt is excellent, but I prefer retch so you could try that. Insanity Gloves are great as well. Get a couple good res's and then you always just craft life to them. Flat Phys/dual leech are also right prefixes Jewels with experience and two damage mods that you can ex-slam later when you're feeling lucky.
Get rid of Atziri flask, put in a Sulphur flask.
Manage to get enough intelligence at some point where you don't need Brute Force solution, although this is an excellent stop-gap for the moment. But it does RIP the strength which is melee Phys and life that you could be gaining from those strength nodes instead. A lot to work on, but you're on the right track!
This build guide made in standard with GG gear at endgame, but you can do league-based/cheaper iterations and still achieve high damage.
This build is not a "Path of Building-Warrior" type build. PoB doesn't calculate the damage correctly on this build at all. I have been playing Cyclone for almost five years in this great game, and I can assure you this is the most satisfying, smoothest, Tankiest 2H cyclone build I've ever played.

NO.2 [Poe 3.1 Build] League starter, Pure physical Slayer Cyclone (Shaper killed with Kondo's Pride)
Initially, this build was designed for just Uber Lab running in Harbinger, but later I found it perform quite well even in the endgame contents.
The cost of this build is purposely toned down in this guide to quickly played as league starter, but you can, of course, upgrade it in multiple ways if you have spare Poe currency.
Pros:
+ Cheap and the core items are easily obtainable at any league
+ Smooth map clearing since cyclone now have decent range
+ Excellent Lab runner (slayer leech allow you to ignore all the traps, if you take VP, just bring a Writhing Jar with you)
+ Can run most map mods(Except No-leeching/Phys reflect, and -60% life recovery might be tricky since it affect leech)
+ ~8K life endgame and sustained high leech regen (can reach 87% Max life/sec)
+ Ethical and true melee Kappa
Cons:
- No insane damage scaling at late game (Still more than enough if you upgrade to Starforge)
- Since your DMG can't delete bosses like another late-game build, you have to play along the boss mechanics, which require you to "Play the game as GGG intended" (LUL)
- Clearing speed is not comparable to wanders or bow

NO.3 [Poe 3.1 Build] Cyclone of the Goddess - Crit Cyclone - Oni-Goroshi - Full MF VIABLE
Cyclone has always been my favorite skill of this game. Oni scales off your level starting from level 1. so yes you could indefinitely use it starting from level 1 to 100.
Degen: Oni does fire damage to you for 0.5% of your max life/ES per second per level. At level 90 it will fire damage you for 45% of your hp. You work around this with having a nice amount of life regen, Purity of fire and your pantheons. Keep in mind that this fire damage is not ignited damage but a degen like Righteous Fire.
Immunities: While you have the swords buff. You are immune to stun, freezing, chill, ignite and unaffected to burning ground.
Mitigation: Nice amount of regen left even after burning. 9% Maximum life leech rate. 30% crit damage reduction. 20% to take 50% less AOE damage. 6% Physical Damage reduction if only one mob in the area (great for bosses). Immunities. Cyclone has high avoidance for the new Phys/Elemental reflects on Mobs. Acrobatics to dodge attacks. Remaining armor from gear to mitigate Phys Dmg. Maim slows down the enemies.
So hows it works? You cyclone into a pack or leap slam for fortifying buff. You're crit based, so your sword ignites the pack giving you the sword buff.

1 ) Cast when Damage Taken (level 2) - Immortal Call (level 4) - Enfeeble (level 6) - Increased Duration

4 )Places ou Vous: Hatred, Herald Of Ash, Summon Lightning Golem

Rien en change appart pour ruthless & aller chercher Vaal Pact vers le niveau 40+ (une fois un DPS suffisamment haut et un bon paquet de PV , sinon ca servira a rien)

NO.5 [Poe 3.1 Build] The Goddess Freed - Oni-Goroshi - Crit Vaal Pact Slayer
The build will be relatively budget, though the sword itself will take a good few hours of grinding to obtain if you don't want to buy it. (And it's currently about 50c in Abyss SC at the time of writing. Will likely go down. It's high because it's new)
Pros:
+ Can run most map mods (though I would stay away from Reflect until after uber Lab and not run no/decreased regen maps altogether)
+ Budget or SSF friendly (only required unique is reliably farmable)
+ Reasonable clear speed
+ Flexible
+ HC Viable (be careful!)
+ Easy to sustain life & mana
+ Potential to be able to farm Atziri, Elder, Shaper, Guardians (I'm not a boss killer, so I can't confirm, but in theory with mid to high tier gear it should be relatively easy)
+ Scales off of both Physical and Fire Damage
+ We use crit instead of RT like most Marauder/Duelist builds such shattering mobs is an option and fun and satisfying one at that
+ The Goddess talks to you as you reach certain level milestones and story progression points!
Cons:
- Lack of an off-hand does limit your options for passive tree scaling
- It's a sword. No Sunder for you.
- No Shield Charge. Must use Leap Slam or Whirling Blades
- Gear progression can become very expensive
- The most laborious content is probably doable, but not necessarily on a budget (more testing required)
- You need to resist the urge to kill "that one last mob" if you don't want to be Degen cons
