Most of the time, you cast your Frostbolts and use Whirling Blades to follow them. Thanks to the vast range, you don't get damaged at all. If you do get Damaged, you leech your Life and Mana back. Mind over Matter makes the build pretty tanky.
This Build started as Freezing Pulse, but Frostbolt is infinite times better. Bosses below Tier 16 are dead in seconds, so you don't care about the freeze. Also for the fight with guardians and shaper, you want to keep your distance.
In Poe 3.2 nothing Changes. Inquisitor is just as good as always. I'm still observing the availability and affordability of the abyss items but looks like they are relatively common. So we might just use the same build as the last league. Feel free to use the alternative build though.

+ league starter & endgame viable

- reflect maps are a pain

Inquisitor is still the strongest (10% stronger than other classes), but the other courses give good other benefits, Elementalist gives us free life leech (breaks grip can be dropped), the trickster is extraordinarily tanky and scion/assassin are viable options too, but this build would recommend the other three classes. If you plan this build as league starter, Recommend you to use warlords mark + blasphemy instead of the herald of thunder and skip wrath until you have essence worm.
Pros:
+ great clear speed
+ shocks everything
+ insane AoE
+ fun/relatively safe (6k life +acro/phase acro)
+ ethical
+ cheap uniques (except one)
Cons:
- not the fastest guardian/shaper killer (other bosses are fine) of course
- lag/fps drops because Storm Call is badly programmed (dynamic resolution MAY help)
- needs positioning sometimes and is not a face-tanking build
- getting endgame jewels are expensive, especially with 2x crit multi and life

This build uses a lot of cheap unique items, most of the endgame best in slot items cost next to nothing.
Can do any map mod and clear all of the content. Many people now have used this build and taken down all guardians, shaper and uber Atziri deathless. The only thing it cannot do is a hall of the grandmasters.
Quad totem has a drop and move playstyle and lets you loot while the Totems kill the things spawning from boxes or Abyss cracks. Melee DPS numbers are only active while you are attacking, but I like that totems keep damaging even while positioning and doing other things
Words cannot describe how much smoother four Totems feel over 2. I rush it as my first goal also though it does make me considerably squishier since then I don't get the big ES boost from Sanctuary of Thought until uber lab
Pros:
+ Fortify
+ 10k+ ES
+ 43% Chance to block
+ Guardian evade chance: 53% base, 77% with blind and 84% with blind and jade flask
+ 5% ES regenerated per second + faster ES recharge rate and start time
+ 4 Distracting totems end up taking most of the damage anyway
+ Ignite and shock immunity
+ safer, more block, can keep a distance from danger
+ Nice being able to drop something at the edge of the screen without going over there yourself
+ 10-20% more ES then scion
+ Can run any map mod, the only things that slow it down are temp chains or Elemental Focus Support reflect
+ Totems keep killing while you loot or dodge a telegraphed attack
Cons:
- Needs uber lab done to get a chunk of its ES
- Less damage
- Unevadable hazards in Minotaur and a few of the elder guardians is riskier with recharge then leech
The deterministic entropy system of block/evasion in Poe won't allow you to 'get unlucky' with a series of hits, you are guaranteed a certain amount of recovery time after they score a run for your ES recharge to kick in.

This used to be a Scion build for 3.0 and 3.1 that was a well-known league starter.
While the original build didn't get any worse, Hierophant got a huge buff, which makes him the better choice now in opinion.
Pros:
+ High damage
+ Cheap to get started
+ Can do every content except Hall of Grandmasters, every map mod
+ Tanky, HC-proven
+ Good, but not insane clear speed
+ (Nearly) Curse-immune
+ Can wear magic find gear
Cons:
- Not optimal for open map layouts
- Mediocre damage until you get your Soul Mantle
- It's a totem build
- Mobile bosses can be annoying to deal with
- Can't use totem MTX on Soul Mantle

If you are new to this game, Highly recommend NOT to do this build. LL RF SR was never an easy build, to begin with, but it scales very well until the end of all challenges (Uber Elder). With that in mind, there are some budget setups like hierophant SR totem build maybe a more starter friendly build fits your needs.

You are semi-immortal and can take on the trippiest map mods with all the hardest mods to ever grace human eyes.
It combines all the most significant traits from all the tank builds in the game. It has the armor of a Juggernaut, the Max-Block of a Gladiator, and effective life and regen to that of an RF Chieftain.
It uses all these layers of extreme mitigation to be able to Face-tank nearly everything. You don't need to play it well. You click and move. You are immune to most types of damage. Everything dies eventually.
It has more than enough DPS to kill all the bosses and complete all the content. It allows many players a lot of leeways if they want to get used to all the terrible fight mechanics, especially if it's their first time.
The only con is that the DPS is very low compared to the meta, but if you want to be immune to almost anything or have the terrible connection then this is the build for you. It is like switching on Godmode in the league.
